In the EU, cosmetic products are subject to the Cosmetics Regulation (EC) No 1223/2009. Among other things, it stipulates:

• a pre-market safety report (CPSR)
• one product information file (PID/PIF) per product
• the appointment of a designated person within the EU
• the notification on the CPNP portal
• compliance with bans and restrictions on substances
• as well as correct labelling and manufacture in accordance with GMP

The aim of the Regulation is to ensure a high level of consumer protection and uniform rules within the EU internal market.
